I guess you mean 'temporary worker'. If that's the case, it simply means any worker/employee who is not a full-time one and has been hired only for a short time (that's as opposed to a part-time worker who is also not full-time but could be working over a long period of time). There's no such thing as a 'casual worker' in common speech. If it exists then it's one person's invention and means whatever he or she wants or intends it to mean.

I heard this"casual worker" in Australia. It is a little bit different from part-time worker. Both of them are not full time worker. It seems that employers could not make sure for part time worker the hourse they will work per week, but it could sure for causal worker. E.g. the employers can sure give the causal worker 20hrs long working hours every week, which means the working hours are more fixed, but for part-time workers, they get job when they are needed, maybe one hours,or ten hours per week, not for sure. I hope I described it clearly.
