It's an odd sentence that doesn't make much sense, mainly because of the word "abroad", which, these days, most commonly means "outside one's own country"; it does have the additional sense of "outdoors", which it could mean here, but that usage is almost never heard these days. Also, usually, it's "in the dead of night", that's because "at" refers to a specific point in time or space, but, "dead of night" means anytime in the middle or deepest part of the night. So, it's a ridiculous sentence.
